Presentations About Accomplishments

Council received a presentation detailing the second quarter’s staff accomplishments within our City’s Strategic Framework, which was passed by Council in January 2025 after meetings throughout 2024 and 2025 to determine priority areas and the objectives that will help us achieve them. The Strategic Framework is a living document that helps us make decisions about how to best allocate our resources for the benefit of our community. The report covers April 30, 2025, to June 30, 2025, and includes updates to each priority area. The full report and the Strategic Framework document are available at berkleymi.gov/strategicframework.

Council also received a presentation from our City Manager and Director of Communications highlighting the impact of the Dorothea Pocket Park pilot month from June 14 to July 19, 2025. More information, and a survey to share your thoughts about future activations, is available at berkleymi.gov/dorothea.

Community Center and Community Field 1 Improvements

Council unanimously approved a project to improve the Community Center restrooms and renovate the concession stand and restrooms at Community Field 1. This project is fully funded by a community enhancement grant from State Senator Mallory McMorrow’s office, and the work will be done by Allied Building Services, who have done work for us in the past. This project is expected to take around two months to complete, and the work is not anticipated to negatively impact programs or games scheduled at the Community Center or Community Field 1. The concession stand has been closed for the past five years, and with the renovations, we expect that we will be able to use it year-round.

Parks & Recreation Master Plan Update

City Manager VanVleck was authorized to enter into an agreement with Johnson Hill Land Ethics Studio for a Parks & Recreation Master Plan update, upon final review by the City Attorney. Out of nine proposals, Johnson Hill Land Ethics Studio received the highest rating from a panel of relevant staff members. This update will be an opportunity for residents to provide feedback on the future priorities of the Parks & Recreation department, and more information about public engagement opportunities will be shared via our communication channels.

Board of Review Date Changes

With the recent changes to our assessing services (from Oakland County to WCA), our new assessors requested to set alternative meeting dates for the July and December Board of Review meetings, if necessary, to ensure they are providing the best service to our residents. WCA began working with the City on July 1, 2025, and has been working closely with our Finance and Treasury departments to be available for our residents. The new dates will be shared via our communication channels.

Police Officer Labor Council Command Tentative Agreement Approved

The existing contracts for our Command Officers expired at the end of the previous fiscal year, on June 30, 2025. The City’s team and the POLC union have been in negotiations over a new contract for several months, guided by our labor attorney. As with previous labor negotiations, both sides took a thoughtful approach that balanced our fiscal responsibilities and restrictions, as well as a fair benefit package for employees that will keep us competitive throughout the recruitment and retention of our workforce. Council approved the tentative new agreement.
