Upcoming City Council Meeting: October 20, 2025

The regular meeting will begin with two presentations: information about the recent communication preferences survey that was available from mid-July through mid-August, and a Strategic Framework Quarterly Report for Q3. Copies of both presentations will be available at City Hall on October 20 before the meeting.

Council will consider authorizing City Manager VanVleck to enter into an agreement with Spalding DeDecker to provide engineering services for the City. An RFP was issued for proposals for qualified firms earlier this year, and two firms were selected for interviews. After careful consideration and thorough evaluation, staff has recommended Spalding DeDecker to provide engineering services. 

Additionally, Council will also approve, deny, or postpone a decision about a Workforce Housing Payment in Lieu of Taxes (PILOT) for The Columbia development. This project would create 51 mixed-income residential units, helping to diversify housing choices in our community. The proposal includes public benefits such as infrastructure improvements, contributions to downtown enhancements, and annual Public Safety funding. 

Related to the PILOT topic, Council will also consider the first reading of an amendment to our PILOT ordinance. While reviewing the approved ordinance, staff noted that the text for the annual shelter rent payment, the ‘payment in lieu of taxes’, reads that the payment must be 10% of the annual shelter rent. Council’s intention in discussion of the original ordinance approval focused on an annual shelter rent payment of ‘up to 10%’ as opposed to ‘must be 10%’. The proposed amendment corrects this discrepancy. 

Finally, Council will recognize that the City’s designated official newspaper, the “Daily Tribune,” is ceasing publication as of October 30, 2025. Until further notice, the City will designate the “Oakland Press” as the City’s official newspaper, effective October 31, 2025, for the publication of the City’s notices, ordinances, and other pertinent items.
