Consideration of Proposal from Berry Dunn for Strategic Plan Facilitation
The City of Berkley has been operating under the guidance of the 2025-2027 Strategic Framework, which defined priority areas to address foundational needs of the City.
City Manager Crystal VanVleck explained that the previous plan was created with the knowledge of eventually wanting to pursue a more robust strategic plan process.
Proposals for creating a new plan were requested in May of 2026. The primary objective is to assess the City’s current position, engage the community, and draft strategic goals for the City over the next 5-10 years. 29 proposals were received. After a robust review and interview process, Berry Dunn is the firm that rose to the top. Their proposal met all the outlined requirements, including a statistically valid survey and a digital engagement tool.
