Infrastructure Presentation

Deputy City Manager of Public Services Shawn Young gave a presentation on the current state of infrastructure throughout the City. This included details on City roads, water mains, sewer lines, buildings, and parks. Currently 60.3% of Berkley roads have received a ‘poor’ PASER rating, the City Hall building is costly to maintain as-is, and 79% of City water mains are from 1930. This is part of a national trend of aging infrastructure being used longer than its intended lifespan, with limited funding to replace them.

To help remedy this, the City has allocated funds and sought additional funding opportunities. This includes a 2018 voter-approved Millage. To help distribute costs, annual investments in replacements and maintenance are prioritized by PASER ratings, water main age/break history, number of lead service lines, funding opportunities, and coordination with third party utility companies.

The 2025-26 Community Development Department Annual Report

Community Development Director Kristen Kapelanski highlighted some of the achievements of this department’s 6 staff member team. This included updates to Code Enforcement, Nuisance and Noise Ordinance Updates, the introduction of Payment-in-Lieu of Parking, and the introduction of focusing on Economic Development Strategy.

Looking ahead, the department is excited to hopefully receive the Redevelopment Ready Certification, to help simplify development processes and open up funding opportunities to better serve the City.

Quarter-Ended June 30, 2026 Investment Report, Budget-to-Actual Report, and Rollover Amendment

Finance Director Carl Johnson gave a summary of City investments within the past quarter.

The goal of these investments is to diversify funds and get them invested in a way to get a better return than what we had. Diversifying helps take advantage of small percentage differences in interest rates, which creates significant savings for the City.

The budget-to-actual report highlighted the fiscal year-end numbers for the City. This highlighted going over on our total budgeted revenue due to a higher reimbursement than planned for DPW yard wall construction, and being under budget for expenditures because of multiple projects still being underway. These projects, with the approval of a rollover amendment for the 2026-27 Budget, have now had their budgets included in the upcoming (now current) fiscal year Budget.

First reading of an ordinance of the City Council of the City of Berkley, Michigan to amend Division 3 Snow Removal of Chapter 106 Streets, Sidewalks and Other Public Places of the City of Berkley Code of Ordinances

Director Kapelanski presented an amendment to the City of Berkley Code of Ordinances. This ordinance focuses on enforcement of clearing snow within 24 hours for non-single-family residential properties. Tickets will increase in severity based on if it is a first or repeated offence within the season. The full amendment can be found in the Agenda and Minutes meeting documents here.
