Accepting the Quarter-Ended December 31, 2025 Budget to Actual Report and Investment Reports, and Authorizing Amendment 2026-3 of the 2025-2 Budget as Presented
Our Finance Director and Treasurer, Carl Johnson, introduced our new Deputy Finance Director, Ryan Shaw, and presented two reports as well as a budget amendment. The Budget to Actual Report focused on City revenues and expenditures, with general sentiment being that the City is “right on track”.
Johnson also shared City investment information. Amendment 2026-3 focused on how funds are allocated for emergency repairs, showed that fund balances ended up being higher than projected, and proposed a one-time, non-reoccurring surplus for the expenditure of funding a wall repair for DPW.
Security and access control upgrades to City Hall, Community Center, Public Safety, and Library
Facilities Manager Alex Brown shared how he and Lieutenant Jordan Kobernick hope to implement new security measures to help improve employee access while keeping buildings secure.
DPW wall repairs and gate installation
Brown also shared how the wall surrounding the DPW yard is becoming a safety hazard. He proposed repairs which include removing 120ft of wall and replacing it, including a gate and new approach on the side of the yard that faces Phillips Ave to increase access. A preventative maintenance plan will also be established so this level of repairs won’t be needed again. These repairs are expected to cause minimal disturbance to surrounding homes, however residents in the area will be notified of the project prior to its start.
Accepting the City Manager's Advisory Opinion Responding to Alleged Ethics Violation Under Section 2-40 of the City of Berkley City Code
In response to a recent ethics complaint, City Manager Crystal VanVleck explained that the City Attorney is not subject to the filing, due to City Code 2-40g only applying to City employees and City officers, of which the Attorney is neither.
